Connect a pipeline runner to a build machine: run the setup command on that machine

A pipeline runs its jobs through a runner on a build machine. Add a runner in the console, generate a registration token, copy the Docker or Zip command, run it on the build machine, and wait until the runner comes online. If setup fails, use the page message and the runner log to see why.
