Filter first or ANN first: latency and correctness diverge

Department filter went on. Queries got slower and less right. Another team’s travel cap still surfaced; sometimes the answer was empty and the UI spun. Chat said the model was slow. The model may be up. Filter-then-ANN versus ANN-then-filter was not set from this engine’s docs.
