Self-hosted GitLab uses too much memory: keep repositories and pull requests

An intranet GitLab occupies a large-memory server while the team only uses repositories, merge requests, and human review. Move those three onto a lighter AngusGit, set them up as the daily flow, and leave pipelines and image registries with Jenkins and an artifact repository.
