RAG cannot find a ticket id — bring keywords back

I pasted the failed ticket id. The window returned two near-misses, one digit off. The real row was not in the top hits. Vectors find nearby meaning, not matching characters. On-call clicked the neighbor. Debug then followed someone else's failure path.
