Move a Gitee repository to an intranet Git host: code, permissions, and offline builds

To move a Gitee repository onto an intranet AngusGit, import a public repository when you only need the current files. For a private repository, or when you need history, clone with --bare and push into a new empty repository. Permissions follow the Access page of xlliu/hello-world-import, which is already private and has no collaborators yet. An offline build needs the runner image, the build image, and a dependency proxy on the intranet.
